First mile bags left out overnight and ripped open by animals

This occurs on a regular basis. 3 companies in 9 Bell Yard Mews use first mile for general waste and recycling Bags are left out in the evening and not collected overnight so are damaged. This has been raised with FM who say that collection times are arranged with the companies The companies say FM ask them to leave out in the evening and are aware that overnight collection is not happening It is left to the residents to clear up as neither FM or the companies do
