A pile of rubbish from the council

There is a pile of black bin bags full of rubbish at 27 Adys Road. Looks like it's from work that was done in the house (it's council housing, that's why I'm reporting it here, cause the council should remove it). the pile has been there for 4 weeks if not more, some of the bags are broken, something is leaking out of them, there are things sticking out. It's attracting insects and pests.
