Numerous large black plastic rubbish sacks plus more on pavement

Sent to Southwark Council less than a minute later. FixMyStreet ref: 7257931.

Outside Nos. 4 to 10 Pope St SE1 many large black plastic sacks of domestic rubbish left next to bins. They are the same sacks with yellow tie handles so has someone dumped these there? The bins are also overflowing with more boxes and bags of domestic rubbish left on the pavement. These bins are always left on the pavement and overflowing so more rubbish gets dumped on the pavement next to the bins. The bags are now being pulled open by animals? So there is domestic rubbish spilling onto the pavement and road edge.
