Repair work not done properly

Every time a hole needs to dig up, it is covered with black tarmac instead of placing back the tiles. This makes for a ugly patchwork over time. Why cannot the original tiles (especially when large) not be put back? It may take a bit more time and work but the result would be much better, especially considering the tourist location (i.e., just in front of Tate Modern)
