Dumped rubbish on Ayres Street again

People keep dumping their rubbish in the middle of the pavements instead of using the bin that is a little further down the road. It gets cleaned by members of the public then within an hour later there are more bin bags dumped there again. This is causing more rodents on our street as there is food in these bins.
