Abandoned bicycle wheel locked to bike stand

There was a bicycle locked to the bike stand a couple weeks ago which has since disappeared but one of the wheels stayed locked to the stand. It has been here for the past couple of weeks and is obstructing people from using the bike stand properly.

It is located on Borough High street right next to the war memorial in front of "The Bridge Tap" pub. Please have someone remove it, thank you.
