Rusty metal pole sticking out of ground

Clearly a sign post was removed from this spot at some point in the past, however, the job has been done sloppily and a section of pipe was left in the ground, it is now very rusty. If a child was to run and trip on it that could cut their leg or land on it and seriously injure them self, let alone the tetanus risk.
