No licence plates - anti social behaviour car

This car has been present in the car park of Lant House Estate for the last few months. There are NO Licence plates on either end and it is a black ford(?) hatchback 5 door car. The car is used as a meeting place in all hours for groups of men (5-6 at a time) that sit in the car, play loud music and smoke drugs (a strong canabis/weed smell and men smoking rolled cigarettes seen). There is litter inside and surrounding the car and a parking ticket on the window. The car and it's occupants are parked near the entrance of the housing estate which not only ruins the view but is also intimidating for residents.
