Bins outside of house mass amount of rubbish on doorstep health and safety issues

My mother lives on the east dulwich estate se22 8ap on the ground floor on a regular basis rubbish is piled infront on the house it is unhygienic and just rude the rubbish is so close that the bathroom has now attracted flies from the bins the bins need to be moved as it’s effecting her day to day life as she has a crutch often has to walk around trash to enter her home it’s an unpleasant site there’s also a shoot that leads to stairs that has no use infront of the kitchen which is never cleaned or attended too it should be removed my mother has lived here for over 20 years and it’s unfair to have the outside of her home to be used as a dumping ground I hope this can be resolved asap! Thank you
