Business refuses to get their own bin

This has been a problem for as long as I've lived in the area (about 4-5years)
The cafe "The Mousetail" has not got a bin of their own outside their premises. This leads to that tiny public bin being overflowed with their takeaway cups and other things bought from the cafe, and the end result is lots of rubbish around the bin and it ends up in the lake.
The problem is incredibly magnified on the weekends, but as I am now away working I can't get a photo of that for a while.
I believe the problem would be solved by insisting Mousetail gets their own bin and takes care of their own waste, instead of relying on public bins. I just think it's a shame that they can even see the overflowing bin with their own cups from the windows but they choose to do nothing.
