Emptying and collection of waste from the roadside bin outside of Hollydale Primary school

The litter bin is being emptied and waste bags are either being left overnight for the foxes to open and cover the pavement area with waste or the the bags are left to obstruct the walkway. Last week similar bags, as noted in the image I have posted, were left overnight and waste was strewn across the pavement for days. The bin is right outside a school and parents had to walk in the road to get around the mess. This morning i saw a father who was pushing his baby in a pram had to use his feet this morning to move the bags out the way so he could get pass. This has never been a problem before so I was wondering whether your system to empty and collect has changed.
