Dead, rotting bird in Petworth House, above top stairs, for 2 weeks

Sent to Southwark Council less than a minute later. FixMyStreet ref: 6163372.

There is a dead, rotting bird in a council-only access space, behind a fenced-off area next to flat 23A on the top floor of Petworth House. The bird carcass is jammed behind a pipe above the stairs. A council cleaner confirmed in person that the space is the council's, NOT private. It has been there for 2 weeks, we have made 5-6 reports and calls. The bird is rotting, making the hallway smell. Dead pieces of the bird are falling onto the stairs where tenants must walk. A piece of bird fell on me, this is a health hazard.
