A non-standard wheelie bin has been dumped and is leaking vile liquid

The black bin in the picture has been outside my flat for several years (since before I moved in). The bin men do not empty it and so people have filled it and now it is leaking into the street and producing a vile smell. Please can it be collected asap as it's a health risk

  • Even more liquid is now leaking from the bottom of the bin and it is attracting foxes and other wildlife. Please can it be removed asap
