Roadworks being undertaken without authority.

Thames water have begun roadworks in parking permit bays that have not been suspended. In the picture you will see other bays have been closed unnecessarily and no work is being done in these bays whatsoever. This is a major inconvenience since the bays that do no need to be suspended include 3 disabled bays that should be in use. One picture shows the permit sign showing that the bay is not suspended so the work Thames Water is undertaking i assume is not authorised.
