Scaffolding without a licence

Sent to Southwark Council less than a minute later. FixMyStreet ref: 5577329.

Hi this scaffolding has been erected for several months now and is not registered on LondonWorks. There is no license info on the hoarding. I have no idea when it will finish since it is not being managed or actively used and it is blocking the light to my impartment. It impinges on the public footpath. I am not sure is this is subject to a license.
