8 bulk waste bags dumped outside my house

These bags of commercial/green waste have been left outside my house for 4 months and nothing has been done to remove them . On two occasions people have jumped over my wall and stolen my property from my garden I’m a pensioner and cannot remove this from outside my house I’m finding it difficult to sleep because of the threat of burglary . The location is opposite 168 Elmington road I’m very desperate for this to be removed I’ve been waiting for 4 months and raised a complaint and yet nothing has been done .
