Dog waste around grass

Everyday that I walk my dog I come across 20+ uncleared dog faeces. There’s a few dog owners in the area that are walking their dog off the lead, unmonitored and don’t clean up after them. This builds up everyday and it gets unmanageable to walk in the area. It’s very unhygienic for people and dogs to have to walk around it or on it and it spreads everywhere. They are mostly around the grass. Can these be cleaned and can the area be monitored so that these owners are stopped? Dogs poop every time they are outside so just seeing an owner without any waste bags or not supervising their dog would qualify for the problem as this is several owners. Thank you
